Patrick Chan has more than 20 years of experience as a Quantity Surveyor advising clients on contract and commercial management and claims preparation, particularly in assessing loss and expense claims, variation valuations, building and civil engineering works measurement issues, and re-rating matters.
Before joining Secretariat, Mr. Chan was a senior consultant with an international construction contract firm, where he was seconded to a major express rail provider in Hong Kong. Mr. Chan to advised on claims, quantity surveying, and commercial management and strategic issues.
Mr. Chan has also provided claims management and advised on contracts for employers and contractors on projects in Macau, PRC, UAE, Saudi Arabia, Indonesia, and Singapore. He has a deep understanding of the different forms of construction contracts commonly used in the industry. In addition, he has broad experiences assisting the appointed quantum expert with expert reports on quantum matters and in mediation and arbitration proceedings.
