Matthew Wills has over 30 years’ experience in the provision of commercial, quantum, estimating, claims, disputes advice and expert witness appointments for local and international contractors, owners and operators in the oil & gas engineering, procurement, and construction industries. His experience on major construction and engineering projects is international and includes Asia, the Middle East and Africa, Europe, the U.S., and Latin America.
Mr. Wills has substantial experience in offshore (FLNG, FPSO, FSO, platforms & jackets and marine & shipbuilding) and onshore (LNG, LPG, refinery and process plants) oil & gas, energy, and marine industry including claims assessment, arbitration/dispute management, expert witness (quantum and technical), ADR advice, contracts advice and administration.
He has more than 50 expert appointments and more than 20 to oral testimony at hearing with disputed quantum values at arbitration / litigation ranging from US$5m to US$1.5bn, under all the major international and domestic arbitration rules.
Mr. Wills is consistently recognized by Lexology Index as a prominent industry expert across several distinguished reports.
