Keith Everhart analyzes competition and regulation in the electric power and natural gas industries, including mergers and acquisitions, investigations into market power abuse and market manipulation, and energy policy analysis on behalf of clients with matters before the Federal Energy Regulatory Commission (FERC), the US Department of Justice Antitrust Division, the Commodity Futures Trading Commission (CFTC), and various state and local regulators.
Mr. Everhart previously led investigations of market power abuse and manipulation on behalf of the FERC’s Office of Enforcement, uncovering attempts to influence market settlement prices through uneconomic trading and instances of improper use of transmission service under Open Access Transmission and Energy Markets Tariffs (OATT).
Most recently, Mr. Everhart served as an official at the International Energy Agency in Paris, where he led the Agency’s electricity security program with global regulators and policymakers. He also contributed to programs on the economics of nuclear power, energy storage, clean fuels, and renewables integration.
