Julie Solomon is an expert on energy regulatory matters, specifically matters governed by the Federal Energy Regulatory Commission (FERC).

She has more than 20 years of experience in electric utility mergers, generation asset acquisitions, and obtaining and maintaining authority to sell at market-based rates. Ms. Solomon has advised clients in many large electric utility mergers, including American Electric Power and Central and South West; Exelon and Pepco; Exelon-Constellation; First Energy-Allegheny, Duke Energy-Progress Energy, MidAmerican/Berkshire Hathaway-NV Energy, and Vistra-Dynegy and Dominion-SCANA. She has advised clients with many transactions involving the acquisition of generation assets, which also require FERC approval. Ms. Solomon frequently assists clients in FERC regulatory matters governing market rates for electric utilities and generators that require market power analyses.

She also advises clients in electric utility restructuring matters, including analyzing stranded costs and general litigation matters in the energy industry.

Ms. Solomon joined Secretariat in 2023 from Guidehouse (formerly Navigant Consulting) and was previously employed at Charles River Associates, and Putnam, Hayes & Bartlett in similar roles.
