Jeff Opgrand specializes in competition issues pertaining to the energy industry. He has experience modeling wholesale electric power markets, including preparing market-based rate and Section 203 analyses on behalf of clients for submission to the Federal Energy Regulatory Commission (FERC). Dr. Opgrand has also supported clients in the electric power industry in litigation matters before federal court and FERC.

Dr. Opgrand was formerly an economist in the Office of Energy Policy and Innovation at FERC and worked on policy issues affecting wholesale electric markets, including the design of capacity markets and financial transmission rights markets. He previously worked at Monitoring Analytics, the independent market monitor for PJM Interconnection. Dr. Opgrand publishes articles on energy matters in journals such as Energy and The Energy Journal.
